    CENTREVULLE, Va--
    Richard Wesley Eddy Jr., 49 of Centreville, passed away April 9, 1999, in Fairfax of lymphoma.
    Wake services were held April 13 at Everly Funeral Home in Fairfax Funeral services will be 10:30 a.m. Wednesday, April 14, at the Centreville United Medhodist Church, 6400 Old Centreville Road. Burial with Full Military Honors will be 3 p.m. Wednesday, April 28, in Arlington National Cemetery.

    Richard was born Aug. 23, 1949, in Balboa Panama Canal Zone. In 1976 he married Anecita B. Villasis in Subic Bay, Philippine Islands.
    In 1967 he graduated from Simms High School in Simms, Mont. He received a BA in political science from the University of Montana in Missoula in 1971 and a JD from the university's School of Law in 1974. In 1981 he received his MA in environmental law from George Washington University in Washington, D.C., and in 1984 and 1985 studied tax law at Georgetown University in Washington, D.C.
    He served in the U.S. Naval Reserve from 1972 to 1974 and from 1984 to 1986 and service in the Judge Advocate, trial counsel, defense counsel, legal assistance officer, staff judge advocate, military judge and international law attorney. He retired as a lieutenant commander.
    He worked for the U.S. Department of the Navy from 1984 to 1999. At the time of his death Richard was an assistant director of the Navy Litigation Office where he supervised a team of senior civilian and military attorneys who represent the Department of the Navy on envoronmental litigation involving the Navy.
    He was a member of the Montana State Bar; Sigma Phi Epsilon, University of Montana; and the International Legal Fraternity of Phi Delta Phi. He received the Navy Commendation Medal in recognition of meritorious service as special courts-martial military judge at Treasure Island, San Francisco; the National Defense Service Medal; and the Meritorious Civilain Service Award(Department of the Navy)
    He was an active member of the Sully Station Community Association Board of Trustees, Centreville United Methodist Church and Volunteer with the Sully Station Swim Team.
    Survivors include his wife, Anecita V. Eddy of Centerville; parents, Margaret L. and Richard W. Eddy Sr. of Great Falls. Mont.; a daughter, Valerie Grace Eddy of Centerville; a son, Richard W. Eddy III of Centerville; sisters, Wilma Tokarczyk of Yelm, Wash., and Celia Fisher of Billings, Mont.; and a brother, Timothy R. Eddy of Portland Ore.

    Navy Lawyer
    Richard Wesley Eddy Jr., 49, a civilian Navy lawyer and a retired lieutenant commander in the Navy Reserve, died of lymphoma April 9 at Inova Fairfax Hospital. He lived in Centreville.
    Mr. Eddy had been a civilian Navy lawyer here since 1984. He was assistant director for environmental law in the Navy Litigation Office at the time of his death. He was the recipient of the Navy' s Meritorious Civilian Service Award.
    He had served on active Navy duty from 1974 to 1984, receiving a Navy Commendation Medal and the National Defense Service Medal. He retired from the reserve in 1986.
    Mr. Eddy, who was born in the Panama Canal Zone, was a 1971 political science graduate of the University of Montana and a 1974 graduate of its law school. He also received a master's degree in environmental law from George Washington University and had done graduate work in tax law at Georgetown University.
    He served on the board of the Sully Station Community Association and was a volunteer with the Sully Station Swim Team. He was a member of Centreville United Methodist Church, the Phi Delta Phi international legal society and the Sigma Phi Epsilon fraternity.
    Survivors include his wife, the former Anecita B. Villasis, a son, Richard III, and a daughter, Valerie Grace Eddy, all of Centreville; his parents; a brother; and two sisters.
